Escondido tries to rid itself of undocumented immigrants
Immigration sweeps, driver's license checkpoints, city codes and proposed policies add up to an intentionally hostile environment.

Escondido city officials refuse to give up.

Two years ago, the city passed an ordinance to punish landlords for renting to illegal immigrants. But it rescinded the rental restriction after a legal challenge was filed and bills began to mount.

Now Escondido is trying a new approach to what it calls the "public nuisances" of illegal immigration, citing residents for code violations such as garage conversions, graffiti and junk cars.

The city is also debating a new ordinance that would restrict overnight street parking without a permit. In addition, it is drafting a policy that would prohibit drivers from picking up day laborers along some streets.

"We learned from the rental ordinance," Councilman Sam Abed said. "We changed our focus to quality of life issues."

Like many city leaders frustrated with the federal government, Escondido officials said they were taking immigration enforcement into their own hands. They said they were fighting the perception that Escondido, a city in affluent northern San Diego County with a burgeoning Latino population, has become a destination for illegal immigrants.

Councilman Ed Gallo said he regularly receives complaints from Escondido residents about illegal immigrants crowding schools, hospitals and neighborhoods.

"If you are not here legally, you don't belong here," Gallo said. "We're talking about image and appearance. . . . We are trying to change the image of Escondido."

The city's police department is also playing a role.

Police Chief Jim Maher said his department conducted two "criminal alien" sweeps this year. Officers identified illegal immigrants with criminal records who had been deported but then returned. In two separate sweeps, Escondido police arrested 31 illegal immigrants and turned them over to federal authorities for possible deportation.

"Our police department cannot secure the border," Maher told a small crowd at a town hall meeting. "But we can do everything possible to remove the criminal aliens from this community."

Immigration and Customs Enforcement spokeswoman Lauren Mack said the police department sweeps were a "unique enforcement approach" because the officers acted largely on their own.

"Their assistance is greatly appreciated," she said, commending the department for verifying in advance that the targets were deportable.

The police department's most controversial move, however, was establishing checkpoints to find unlicensed drivers. Last year, the department set up 18 license checkpoints, resulting in 293 impounded cars, 14 arrests and 296 citations. Maher said those checkpoints helped officers find at least 290 unlicensed drivers and helped reduce the city's number of hit-and-run crashes.

"Some folks say they are controversial because they target a specific segment of the population," he said. "That is absolutely not true. Our checkpoints are for one reason and one reason only: traffic safety."

Escondido officers ask about immigration status only if the drivers do not have licenses. Illegal immigrants are not eligible to obtain driver's licenses in California. In the last six months of 2007, officers identified six illegal immigrants and referred them to federal authorities.

The multi-pronged campaign was aided by a resolution passed by the City Council last year to "address the public nuisances of illegal immigration."

The following sentence appeared in the original version, but was removed before the resolution passed: "Illegal immigration leads to higher crime rates, contributes to overcrowded classrooms and failing schools, subjects our hospitals to fiscal hardship and legal residents to substandard quality of care, and destroys our neighborhoods and diminishes our overall quality of life."

Escondido is one of dozens of cities around the country that have employed local ordinances in an attempt to "purge their populations of illegal immigrants," said Wayne Cornelius, who directs the Center for Comparative Immigration Studies at UC San Diego.

Between May 2006 and October 2007, 131 cities introduced anti-illegal immigration ordinances, including several that sought to prohibit renting to illegal immigrants. Fewer than half were passed. Many were struck down by the courts.

Many Escondido residents have praised the council and the police for taking a stand on illegal immigration.

Tisha Bennett is among the more vocal supporters. Two years ago, she said, the daughter of a friend was hit and killed by an unlicensed drunk driver who had been deported and sneaked back into the country.

"It's about the law," she said. "All we want is people to obey the law."
Bennett formed a group called Citizens of Escondido for Road Safety and collected signatures in support of the driver's license checkpoints. She also backs the proposed parking ordinance.

"The whole issue is quality of life," she said. "It's not legal versus illegal. It's the overburdening of our system."

Kathleen Crusing, president of the Escondido Republican Women Federated, said the city cannot adequately plan for the number of illegal immigrants arriving every year. "If you have a dinner party and you plan for 12, but 24 show up, you've got a problem," she said.

The city's policies have also attracted criticism from some residents who said the city is blurring distinctions between illegal immigrants and Latinos here legally.

"It's not about immigration," said resident Bill Flores, spokesman for a community organization called El Grupo. "It is about brown people. . . . They are looking for a way to reduce the number of brown people."

Flores, a retired assistant sheriff in San Diego County, said he believed city leaders were reacting to a dramatic demographic shift.

More than 62,000 Latinos lived in Escondido in 2006, making up 44% of the population, according to the U.S. Census Bureau. That marks a significant jump since 1990, when roughly 25,000 Latinos lived in the city and were 23% of the population. The non-Latino white population, meanwhile, dropped between 1990 and 2000 by nearly 11%.

The elementary school district's demographics have also shifted. Latinos made up 48% of the student body in the 1997-98 school year and 65% in 2007-08, according to the California Department of Education.

Cornelius, of UC San Diego, said Escondido is a hotbed of anti-immigration activity in part because its population is largely conservative and in part because it has been a destination for immigrants -- both legal and undocumented -- looking for work.

The city is trying to make illegal immigrants' lives so uncomfortable that they will go away, he said.

"It's a pipe dream for nativists, because immigrants living in Escondido have invested too much getting there and starting a new life in the U.S. to be scared out of town by a bunch of new code enforcement practices," he said.

Immigrants say the city's hostility toward them makes it difficult to live in Escondido. The proposed parking ordinance, for example, is meant to discourage multiple families from sharing a single home, Councilman Gallo said.

Lucina Carachure, an undocumented immigrant from Mexico, lives in a neighborhood littered with trash and full of boarded-up apartment buildings. On her husband's monthly income of $1,800, Carachure said, the family of five cannot afford to live alone.

So they share a two-bedroom apartment with another couple and their baby. Together, they pay $1,000 in rent.

Tomas Moreno, who has lived in Escondido illegally for 20 years, said he listens to Spanish-language radio stations to find out whether and where any license checkpoints have been set up.

He drives to his construction job and said he can't risk being turned over to immigration authorities or having his car impounded.

"They don't want cars in the street, they don't want a lot of people in the houses," said Moreno. "They don't want us here. That's the truth."

Nevertheless, Moreno said he had no plans to leave Escondido. He and his wife live in a quiet neighborhood with their four children, two U.S.-born and two undocumented.

"We have been here since we came," he said. "Even though we have problems, it's our city."

For Alex Rodriguez, the rats and stench are the worst things about the rubbish routinely dumped on the street and alley in his South Los Angeles neighborhood.

The refuse, he and his neighbors said, has included dead roosters, old tires, household garbage and plastic containers with used motor oil. Someone even left the battered hull of a fiberglass boat by Rodriguez's house near Wadsworth Avenue and East 107th Street.

The rubbish sat for four weeks, becoming a magnet for more illegal dumping. By the time city crews cleaned up the mess, trash surrounded the boat and five sofas blocked the sidewalk.

"I don't even want to have my kids out here because of the smell," Rodriguez said on a recent afternoon. "They throw trash here like it's the dumpster."

Los Angeles Mayor Antonio Villaraigosa has made public safety a top priority of his administration, pushing to expand the Police Department so the city can continue cracking down on crime and gangs. But spending more money there meant less was available to public works officials responsible for policing the city's alleyways. Those officials now blame budget cuts, in part, for the fact that trash is freely dumped in some of the city's most impoverished neighborhoods, eroding the quality of life in ways that can breed more serious problems.

For two months, The Times surveyed alleys and streets in Watts and nearby neighborhoods, chronicling the scenes in photographs and videos. In some alleys, rubbish sat for six weeks. The findings were corroborated by city records.

About half the rubbish dumped illegally citywide is in South Los Angeles, but residents in other parts of town said they also sometimes wait two to three weeks for alleys to be cleaned.

"Eventually stuff gets picked up, but I've had to call two or three times," said Jennifer Moran, a member of the East Hollywood Neighborhood Council.

800 miles of alleys

Officials with the Department of Public Works, the agency responsible for maintaining the 800 miles of city alleys, said they were doing all they could to fight illegal dumping and keep alleys clean.
But records show that the number of arrests by department investigators for illegal dumping dropped from 359 in 2002 to 55 last year. The number so far this year: three.

Gary Harris, who oversees the agency's enforcement operations, said arrests have gone down, in part, because budget cutbacks left less money to pay investigators overtime to stake out alleys for violators, who typically dump refuse late at night or early in the morning. Compared to two years ago, he said, surveillance operations have dropped by about 40%.

Last year, more than 200,000 cubic yards of refuse -- enough trash to cover an acre and rise 12 stories -- was dumped in alleys and streets citywide. The cost to clean it up: $12 million.

Only two crews -- 10 people -- are dedicated to some of the areas most prone to dumping in South L.A. Six of those workers also are responsible for downtown and Boyle Heights, said Bruce Howell, who oversees alley cleaning citywide for the department.

"I'd like to do more, but I only have so many crews," said Howell, adding that twice he has requested money for an additional crew but that the proposals were killed because of budget constraints.

Keeping alleys clean, Howell said, is a never-ending job for his crews, which return regularly to the same problem areas. He said gang members in South L.A. have used blighted byways to operate and have even blocked access with refuse to prevent authorities from entering.

In response to years of illegal dumping, the public works department unveiled a new weapon in 2000: surveillance cameras.

The cameras, programmed to issue an audio warning and take still photos, were installed in 65 alleys and street corners.

But department officials said they were unaware of a single prosecution resulting from photos taken by the cameras. Harris said the photos that he has seen have not been clear enough to identify people or license plates.

Public works officials insist that the cameras have deterred crime.

"There is less dumping and [graffiti] tagging where those cameras are," said Paul Racs, who oversees the cameras for the department's Office of Community Beautification.

In some South L.A. alleys, however, the presence of cameras has failed to stop illegal dumping.

On a recent afternoon, a camera on a telephone pole near 92nd and Hickory streets looked down toward the carcass of a dead dog, which had been there for more than a week, according to neighbors.

The animal laid next to two stuffed chairs, ripped and broken, and a pile of household trash. Flies swarmed around a garbage bag sitting amid a pool of dried blood. The bag was filled with what neighbors said were animal parts. About 20 feet way, a rotting cat carcass lay on top of what appeared to be motor oil.

The smell was stifling.

Carlos Garcia, 63, whose backyard faces the alley, stared at the camera and shook his head.

If someone dumped rubbish in the mayor's neighborhood, he said, it would be picked up right away.

"He would be mad," Garcia said. "This isn't right."

'They keep dumping'

Two miles away, filthy alleys crisscrossed David Martin's neighborhood in Watts near Monitor Avenue.

Behind East 113th Street, rubbish continued to be left in the alley for six weeks until access was blocked."They just keep dumping and dumping . . . and nobody seems to care," neighbor Mary Mercier said.

Maintenance records with the Department of Public Works confirm that the alley was not cleaned for six weeks. An adjacent alley went more than two months without cleaning, records show, and when crews finally went there, they removed three dump-truck loads of refuse.

In late May, crews spruced up the area after repeated inquiries by The Times regarding how alleys were cleaned.

Lot Cleaning Supt. Howell said residents of the area are to blame for most of the dumping.

"They're the ones who know these alleys and streets," he said, taking a reporter on a ride-along as his crews targeted alleys across South L.A.

Much of the rubbish includes old tires and material from construction jobs that officials said are left on public property so that haulers avoid paying fees at local dumps.

Howell showed a reporter fliers in English and Spanish that list who to call. He said they have been passed out at community meetings.

But community leaders say more needs to be done to reach residents, many of them immigrants who are fearful of authorities.

"We need to organize," said Arturo Ybarra, president of the nonprofit Watts/Century Latino Organization.

Rodriguez, whose family owns the house next to the alley where the boat was dumped, said he has called authorities repeatedly but "nothing gets done."
Sits for weeks

A reporter saw the boat and rubbish sit on the street and sidewalk for four weeks. During that period, a city street sweeping truck passed by twice a week, Rodriguez noted.

Clearing refuse from streets is supposed to be quickly reported by city workers, said Howell, who was unable to explain why the city crews did not report the boat.

Finally, it and the other trash was picked up in early May, after Councilwoman Janice Hahn's office alerted Howell. A spokesman for Hahn said her office was informed by local business owners, who said they called the city's 311 non-emergency number but had not received a response.

Three days after crews cleared the rubbish, another sofa was dumped in the same spot.

A few days later, it was surrounded by bags of garbage.

Across the street, a pile of old clothes and a wooden dresser was thrown on the sidewalk. The rubbish sat there for two weeks until somebody set in on fire. @

How have you spent your time in the past decade or so?

Obama has spent a lot of that time campaigning for higher office — just about half, in fact. Let’s work backwards from November of this year.

2008: Barring some nefarious plot by Hillary Clinton, Obama will be running for president until November. For purposes of this exercise, we’ll count this as 11 months of campaigning.

2007: Announced exploratory committee on January 16. Formally announced presidential campaign on February 10. I’m counting all 12 months.

2006: Serving in U.S. Senate. While some would argue Obama was unofficially campaigning already, including appearing at events in Iowa, for the purposes of this calculation we will count his campaigning as starting from the announcement of the exploratory committee. 0 months.

2005: Serving in U.S. Senate. 0 months.

2004: Running for U.S. Senate; elected in November. 11 months.

2003: Running for U.S. Senate. 12 months.

2002: Spent half the year preparing the groundwork for his U.S. Senate campaign; he launched his campaign committee in late June. His campaign often cites the 2002 antiwar rally as a key moment in his campaign. 6 months.

2001: Serving in Illinois State Legislature. 0 months.

2000: Lost the March 21 House primary against Rep. Bobby Rush. 3 months.

1999: Announces bid to challenge Rep. Bobby Rush in September. 4 months.

1998: Serving in Illinois State Legislature. 0 months.

There are 120 months from November 1998 to November 2008. Of those 120 months, Obama was campaigning for higher office in 59 of them, or about 49.1 percent.

If you begin counting from September 1999, there are 112 months between then and November 2008, and Obama has been campaigning for higher office in 52.6 percent of those months. (This does not count any campaigning to retain his seat in the state legislature.)

In other words, Obama has spent about half of the past decade campaigning for higher office.

I am a Political Refugee returned to the US in 2002, after Canada refused asylum for me and my child. We are US citizens. We fled the US in 2001 to escape years of government persecution because of my activities as a university student and Professor. I have no criminal history. --

In 2002 the US State Department arranged the parental abduction of my daughter to prevent our claim for Refugee Status from going forward in Canada, and to conceal the human rights abuses that forced us to flee the US. I have not seen my daughter since that time.

-- Although child abduction is a federal offense, US courts and law enforcement will not intervene. Ours is one of the "invisible cases" in the US. Unless our case is made public there is no possibility that justice will happen for us.

I didn't see that as a "Democrat" posting. Your assumption that everyone is either a Bush-lover or a Democrat is greatly flawed. Hell, the fucking Democrats have been complicit in ALL of the Bush crimes. Nobody loves Bush more than the congressional Democrats.

All ages can attend.New date, new location! At the last meeting, it was decided that we should try a new location, and the Lincoln Restaurant was picked. The Lincoln restaurant, however, was booked on the 2nd Tuesday, so we decided to see how the first Tuesday worked out for a change. So, here goes...The Chicago Libertarian Party starts its business meetings at 6pm. The business typically takes about an hour to get through, after which we stay around for a couple of hours socializing. Feel free to show up any time after 5:30. The business portion of the meeting is open for everyone to attend. Now is a great time to get involved, as we work our petitioning to get candidates on the ballot in November.The Lincoln Restaruant is near the intersection of Lincoln, Irving Park and Damen. There is parking, and I believe that the Irving Park brown line station is open again.

The family that planted corn in the front yard of their $500,000 home is gone from Carrie Oliver's street. So are the neighbors who drilled holes into the trees to string up a hammock.
Oliver's list goes on: The loud music. The beer bottles. The littered diapers. All gone. When she and her husband, Ron, went for walks in their Manassas area neighborhood, she would take a trash bag and he would carry a handgun. No more. "So much has changed," she said in a gush of relief, standing with her husband on a warm summer evening recently outside a Costco store.
A short distance away, across the river of retail commerce that is Sudley Road, Norman Gonzalez spoke of change not as renewal, but as a kind of collapse.
Business at his restaurant, Cuna del Sol, has declined 50 percent. Worse still, his extended family's slow, steady relocation from the Guatemalan town of Jutiapa to the bustling Prince William suburbs has imploded. "A year ago, I had the biggest family in all of Manassas, maybe 100 relatives," he said.
Now, Gonzalez, a legal U.S. resident, has his own list: Langley Park, Chantilly, Fairfax City. That is where his brothers have scattered, and they will not visit him. "There's too much fear here," Gonzalez said.
Since the day one year ago when Prince William County supervisors launched their crackdown on illegal immigration, the gulf between the Olivers' relief and Gonzalez's dejection has narrowed little, and possibly widened.
At least there is one thing partisans on both sides agree on: Hispanic immigrants are leaving Prince William. Whether their departure has improved the county's quality of life, or pushed its already strained economy further downward, is the new topic of contention driven largely by views of whether the presence of immigrants was a good thing in the first place.
Anecdotes of the trend outstrip hard statistical evidence, yet there are clear signs that the county's Latino population has reversed its pace of rapid growth. County officials said there are 4,000 to 7,000 vacant homes in the county. Trustee notices fill the classified section of area newspapers, chronicling the steady, staggering forfeiture of properties by homeowners with Hispanic surnames such as Mendez, Lozano, Medina and Rodriguez.
Last month, there were 776 foreclosure recordings in the Prince William County, Manassas, Manassas Park area, court records show, up from 244 in June 2007 and 19 in June 2006.
Would those homeowners have been foreclosed upon anyway, for economic reasons having nothing to do with the county's illegal immigration policies? That, too, is disputed.
"You can't attribute all of what might be negative about the economy in Prince William County to the crackdown," said economist Stephen Fuller, director of George Mason University's Center for Regional Analysis. "But it certainly hasn't helped. Neighborhoods that have been weakened because of migration of the Hispanic community out of the county have economic consequences that show up as decreases in retail spending, rental income and potential decreases in the valuation of some housing."

That decrease -- home prices in some areas have fallen by half -- is well worth the improvement in quality of life, according to the most ardent supporters of the county's get-tough approach.
"We have far less residential overcrowding, and that was driving people crazy," said Greg Letiecq, a blogger and president of Help Save Manassas. He helped write the county's policy and has been its most vocal champion. "We'd much rather live next door to a vacant house," he said, speaking for his members at a recent Help Save Manassas meeting.

"With an empty house, there's hope that the house is going to have somebody move into it that's going to be a good neighbor, rather than an overcrowded house that is a neighbor from hell," Letiecq said, adding that his Manassas area home has dropped $100,000 in value in the past year.
The numbers suggest that tensions over crowding have subsided: Complaints about residential overcrowding dropped to 30 last month from 79 in July 2007, according to the county's Neighborhood Services Division.

While some Hispanic immigrants have walked away from their homes, others have left the county in the custody of federal agents. County jail officials have turned over 757 illegal immigrant inmates to Immigration and Customs Enforcement officers in the past year through an agreement that county supervisors approved as part of the crackdown.
Police have referred more than 300 additional suspects to the immigration and customs branch since March, when the county's patrol officers began screening for residency status.
