I don't know why you want these, but you do. They replace the plug-in casters that many swivel chairs use. About 2.25 inches tall. I got them from a furniture assembly job I did recently.

They're just like these linked below (I think) except they didn't come with the felt pads. You'll probably want to get pads of some kind for them.
