This is a Rubber Maid "Tote on Wheels." Basically its a storage tote but with wheels and a handle. We used it for hauling stuff from the car to the cabin on fishing trips and at campsites when RV'ing. It would be good for storing gardening tools and rolling them to the area of the yard where you're working. It's a little dusty from sitting in the garage but is in solid mechanical condition.
